Special Information

  • This position is an on-site position which requires the incumbent to complete their work primarily at an NAU site, campus, or facility with or without accommodation. Opportunities for remote work are rare.
  • Driving a vehicle on behalf of the university is anticipated to be a regular part of this position. Arizona Administrative Code Fleet Safety Policy requires all employees who drive on university business become authorized by submitting Driver’s license information for driving record monitoring, and completion of training appropriate to the level of driving performed. The law applies to all faculty, staff, and students who drive personal or university-owned motorized vehicles for any business purpose.   • Employees of Facility Services are considered essential staff and must report to work when the university is closed for emergencies. This position is required to participate in on-call, call back duties and snow removal, which can include days, nights, weekends, and holidays. Under established circumstances will respond to emergency dispatch calls within set timeframes Administrative or Campus Living buildings.

About the Position

Under the general direction of Natural Gas Program Manager, the Utility Distribution Maintenance Coordinator, Intermediate or the Utility Distribution Maintenance Coordinator, Senior will assist with oversight of the construction, maintenance, emergency response, and overall Arizona Corporation Commission (ACC) and Pipeline and Hazardous Material Safety Administration (PHMSA) compliance for the Natural Gas distribution system owned and operated by NAU. The Coordinator will also manage, inspect, and perform maintenance on the civil utility systems owned and operated by NAU. Works independently and makes decisions about matters of significance.

Responsibilities Include

Utility Distribution Maintenance Coordinator, Intermediate AND Utility Distribution Maintenance Coordinator, Senior

40% - Natural Gas Operation and Maintenance Management 

  • Maintains Natural Gas Regulatory Compliance.
  • Perform or supervise cathodic protection design, survey and remediation.
  • Perform or supervise leakage surveys and leak investigations along pipeline and/or within NAU facilities.
  • Perform or supervise the inspection, repair, and/or replacement of piping, valves, risers, regulators, reliefs, and any other natural gas equipment.
  • Maintain and update Procedures and Operator Qualification program.
  • Perform evaluator duties for qualification of internal and external personnel.
  • Trains employees in new work methods, procedures, qualifications, changes in safety regulations, work policies, and federal or state mandates.
  • Prepare construction and modification submissions to the ACC.
  • Compile and submit compliance records and documentation for the ACC.

30% - Civil Utility Operation and Maintenance Management

  • Maintains compliance with university, state, federal and various other agency laws, rules, regulations and guidelines.
  • Development and management of civil utility maintenance program. This includes but is not limited to:
    • Exercise, maintenance, and testing of valves, hydrants, and metering.
    • Inspection, maintenance, record keeping and reporting for campus backflows.
    • Inspection and maintenance of domestic water system.
    • Inspection and maintenance of storm water system including cleaning of catch basis and jetting of piping.
    • Perform and manage maintenance of sewer system including jetting and clearing of clogs.
    • Management of construction Storm Water Pollution Prevention Plans (SWPPP) oversite program.
    • Oversight of 3rd party vendors performing repair or replacement work.
    • Oversight of student or temporary employees. 

15% - 811 Utility Staking

  • Performs skilled work associated with locating and marking all utility lines as requested through the Arizona 811 program and/or as needed to support construction projects.Including, but not limited to:
    • electricity, water, gas, steam, high temperature hot water, chilled water, sewer, storm sewer, reclaimed water, fiber, and other telecommunication lines.
  • Responds to inquiries regarding unmarked buried utilities.
  • Monitor excavations for potential damage to existing utility systems or marking material.
  • Inspect excavations for proper installation of carrier piping and marking material.
  • Coordinating with GIS team for updates to GIS map records.
  • Ensure compliance.

10% - Planning and Reporting

  • Documentation of rates of failure and unplanned maintenance for program planning.
  • Investigates and makes recommendations on emerging technologies for natural gas and civil utility systems.
  • Actively maintain cutting edge knowledge of industry practices pertaining to higher education and continually suggest process improvements based on industry changes.
  • Assists or Performs with project and master plan teams to determine correct expansion or improvement of the natural gas and civil utility systems.
  • Enter time and materials into CMMS system, analyzes data, monitors metrics and performance, and provides reports about the program.
  • Manages assigned budget, reports on usage, and assists with development of budget/utility rates based on program needs.
  • Assists or Performs with conducting training seminars for internal and external workers. 

5% - Emergency Response and Other Duties as Assigned

  • Plans, responds to, and/or manages responses to utility emergencies.
  • Participates in on call rotation.
  • Assist with Installation, service, repair, and inspection of building piping and end use equipment such as stoves, furnaces, boilers, etc.
  • Assists with other Utility systems as needed that may include working in the tunnels.
  • Other duties that assist with the mission of NAU and Facility Services.

Minimum Qualifications

Utility Distribution Maintenance Coordinator, Intermediate

  • Completion of a four year federally approved technical training stationary engineer program.
  • 2 years of related work experience.

Utility Distribution Maintenance Coordinator, Senior

  • Completion of a four year federally approved technical training stationary engineer program.
  • 3 years of related work experience.

*A combination of related education, experience, and training may be used as an equivalent to the above Minimum Qualifications.

  • Accredited degree in related field.

Compensation

Utility Distribution Maintenance Coordinator, Intermediate 

  • Salary range is $58,882 to $73,434.00. Annual salary commensurate with candidate's qualifications and related experience.

Utility Distribution Maintenance Coordinator, Senior

  • Salary range is $67,714 - $84,449. Annual salary commensurate with candidate's qualifications and related experience.

Notice of Availability of the Annual Fire and Security Report

Each year Northern Arizona University releases an Annual Security Report. The report is a result of a federal law known as the Clery Act. The report includes Clery reportable crime statistics for the three most recent completed calendar years and discloses procedures, practices and programs NAU uses to keep students and employees safe including how to report crimes or other emergencies occurring on campus. In addition, the Fire Safety Report is combined with the Annual Security Report for the NAU Flagstaff Mountain Campus as this campus has on-campus student housing. This report discloses fire safety policies and procedures related to on-campus student housing and statistics for fires that occurred in those facilities.
