  • Driving a vehicle on behalf of the university is anticipated to be a regular part of this position. Arizona Administrative Code Fleet Safety Policy requires all employees who drive on university business become authorized by submitting Driver’s license information for driving record monitoring, and completion of training appropriate to the level of driving performed. The law applies to all faculty, staff, and students who drive personal or university-owned motorized vehicles for any business purpose. About the Department/College

Arizona GEAR UP (Gaining Early Awareness and Readiness for Undergraduate Programs) 2019-26 is a project of Northern Arizona University (NAU), made possible by a multi-year, multi-million dollar federal grant and contributions from partner organizations. Structured under the College of Education, project administration resides with a State GEAR UP Office in Phoenix. The purpose of GEAR UP, as authorized by Congress under the Higher Education Opportunity Act, is to help level the playing field on college access for low-income students. Over the course of three grant cycles since 2000, NAU GEAR UP has significantly increased high school graduation and postsecondary enrollment for thousands of students from diverse communities across Arizona. In addition, through numerous partnerships and collaborations, GEAR UP has leveraged resources, built capacity, and made a variety of local and state initiatives possible so that current and future students gain opportunity to earn a degree or other postsecondary credential. About the Position

The Fiscal Oversight Manager, a key position in the Arizona GEAR UP 2019-26 grant, is accountable for providing high-level, advanced fiscal management expertise to the project. This position is responsible for preparing, monitoring, and reporting federal and match budgets totaling $9M-$10M annually; managing cost-reimbursement subcontracts with public school program sites and community partners; establishing controls and procedures related to financial operations and transactions; and regularly advising school personnel and project partners on fiscal matters to ensure compliance with OMB circulars and Uniform Guidance. The FOM reports directly to the Director, participates on the executive management team, and supervises the GEAR UP Financial Oversight Analyst, Senior.
Like all positions in the State GEAR UP Office, the FOM is an important member of a team of staff serving the grant under the leadership of the Director, College of Education and NAU. The individual interacts regularly and diplomatically with a diverse group of internal and external constituents.

Responsibilities Include

Budget Compliance - 20%

  • Ensures budget compliance.
  • Manages resource allocation and reallocations across multiple departments.
  • Manages all fiscal operations/accounts required to implement the grant project.

Supervision, Leadership and Staff Support - 20%

  • Supervises, trains, and oversees lower level fiscal oversight analyst, accounting and/or administrative staff.
  • Communicates job expectations and standards, clearly assigning responsibility for tasks and decisions.
  • Provides specific performance feedback in a timely manner.
  • Supports employee development efforts.

Budget Development - 20%

  • Develops budgets and strategic plans to guide financial planning decisions.
  • Assists with formulating annual subcontract budgets and work plans.
  • Serves as primary contact with school and community partners on fiscal matters.

Analysis - 20%

  • Analyzes and compares financial reports to original forecasts to analyze program effectiveness and identify cost reduction measures.
  • Oversees and participates in analysis and modeling of various scenarios related to department expense tracking to make decisions to improve the operations of the unit.
  • Oversees and manages actual financial data to plans, forecasts and budgets, evaluating areas of divergence.
  • Analyzes reported fiscal expenditures to ensure compliance with institution and federal policies, and ensures full compliance with all institutional budget rules and regulations via signature authority.
  • Manages program assessment and performance inform key decision makers.

Vendor Communication - 10%

  • Communicates with outside vendors concerning the provision of services for events, including negotiating prices, and overseeing activities to ensure that services are fulfilled.
  • Initiates procedures for securing purchase agreements with service providers, including the vendors selected for data management and/or text-messaging and other procured services.
  • Serves as primary contact with school and community partners on fiscal matters.

General Financial Oversight - 5%

  • Oversees all financial transactions, travel and purchasing card practices and procedures.

Other - 5%

  • Participates in executive team meetings.
  • Recognizes and exercises discretion in matters of a confidential nature.
  • May be assigned other administrative projects and responsibilities.

 


Minimum Qualifications

  • Bachelor’s degree in accounting, finance, or related field.
  • 2 years of accounting/finance experience.
  • 1 years of management experience.

*A combination of related education, experience, and training may be used as an equivalent to the above Minimum Qualifications.


Preferred Qualifications

  • Master’s degree in accounting, finance, or related field.
  • Finance experience in higher education.

Knowledge, Skills, & Abilities

Knowledge

  • Expert knowledge of financial operations tools, procedures, processes, policies, and concept; such as payroll management systems and budget analysis projects, as well as such as expense tracking, and trend analysis.
  • Knowledge of financial reporting in higher education and university budgeting processes.
  • Knowledge of local, state, and federal financial reporting regulations.

Skills

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Skill in detailed and complex numerical computations and reports.
  • Skill in financial modeling and analysis.


Abilities

Compensation

Salary range begins at $78,000. Annual salary commensurate with candidate's qualifications and related experience.

You may also be required to complete a fingerprint background check. Notice of Availability of the Annual Fire and Security Report

Each year Northern Arizona University releases an Annual Security Report. The report is a result of a federal law known as the Clery Act. The report includes Clery reportable crime statistics for the three most recent completed calendar years and discloses procedures, practices and programs NAU uses to keep students and employees safe including how to report crimes or other emergencies occurring on campus. In addition, the Fire Safety Report is combined with the Annual Security Report for the NAU Flagstaff Mountain Campus as this campus has on-campus student housing. This report discloses fire safety policies and procedures related to on-campus student housing and statistics for fires that occurred in those facilities.
